Are exposure, focus or blur manipulated?

The photo was edited using an app. This made a sun spot appear in the image, but didn't take away from the image.

In the image the traffic and cars moving in the background symbolize the noise that i always have in my head. What it feels like to live with the lasting effects of a head injury.
